According to the National Electoral Committee it's not possible to hold a referendum about an international treaty, such as Hungary's EU membership.

The National Electoral Committee (NVB) rejected the proposition by the Alliance Party (Összefogás Párt) to hold a referendum on Hungary's EU membership. András Patyi, head of the committee explained that the question refers to an international treaty, about which - according to the Constitution – no referendum can be held. The Constitution mentions Hungary's EU membership several times, so the referendum would also cause an amendment of the Constitution and this is not possible either.
