According to the Hungarian government Austria cannot act against EU law in an unilateral manner to cut the benefits of Hungarians.

”Even if a country is dissatisfied, it can't make unilateral decisions without consulting the other member states”, the Hungarian Minister of Human Capacities, Zoltán Balog told Austrian public channel ORF, reacting to the Austrian government's plan to cut the benefits of Hungarian workers in Austria by making changes to the family benefits. ”Austria agreed to provide equal treatment in the EU, if its system doesn't work according to EU law, it has to be changed”, he added.
