PM Viktor Orban suggested at the Vienna summit on migrant crisis to establish a giant refugee camp in Libyan and process asylum claims there.
According to Mr Orban, the EU's external borders should be under “total control”, so “the EU needs a new Libya policy”, including an agreement with Egypt for the case of failing the EU-Turkey agreement. “The EU needs a new defense line”, he said, and that includes Libya.
